2020 - 2024 Parks and Recreation Master Plan

The Calhoun County Parks and Recreation Commission recommends the Calhoun County Board of Commissioners approve the 2020-2024 Parks and Recreation Master Plan as presented.
The Calhoun County Parks and Recreation Commission is responsible for overseeing the update of the Calhoun County Parks and Recreation Master Plan every five years. This document provides a guide for the development of the county’s parks over the next five years. It also qualifies the county for Michigan Department of Natural Resources (MDNR) grants, which have provided nearly 1.5 million dollars since 1976.

The Parks and Recreation Commission met monthly for 6 months while developing this plan. Agenda topics focused on establishing a timeline, reviewing the mission and vision of the department, reviewing goals and objectives, creating an action plan, and review of public recommendations and survey results.  Public and community input is an essential part of the planning process.  The Parks Department utilized various groups to assist in the public outreach process. Many organizations including news media, libraries, nonprofits, local governments, and more assisted in the dissemination of a survey that resulted in 618 unique respondents. Participants could fill out a hardcopy survey, complete it online, or call to fill it out via phone. The survey asked general questions about Calhoun County parks, maintenance, priorities, millage interest, and demographics.

As required, the draft Parks and Recreation Master Plan was available to the public for review and comment throughout November of 2019. The public hearing held by the Board of Commissioners on January 16, 2020 is the last form of public input and completes the process as defined by MDNR.   
The Calhoun County Parks and Recreation Commission has completed the planning process to determine the recreation and natural resource needs of the community and requests the County Board of Commissioners adopt the 2020 - 2024 Parks and Recreation Master Plan as presented.
