RESOLUTION:
Resolved, the Calhoun County Land Bank Authority Board recommends the reappointment of Lynn Ward Gray for a two-year term effective January 1, 2020 through December 31, 2021.
RECOMMENDATION:
Resolved, the Calhoun County Land Bank Authority Board recommends the reappointment of Lynn Ward Gray for a two-year term effective January 1, 2020 through December 31, 2021.
BACKGROUND:
In May 2007, when the Calhoun County Land Bank Authority (CCLBA) was formed it entered into an Intergovernmental Agreement with the Calhoun County Treasurer and the Michigan Land Bank Fast Track as required by PA 258 of 2003.  The purpose of the agreement was to create and give the CCLBA the authority to exercise the powers, duties, functions, and responsibilities under the Land Bank Act and to establish the CCLBA as a separate legal entity and as a public corporation. 
Section 4.01 of the agreement outlines the composition of the CCLBA’s governing board as follows:
  1. The County Treasurer
  2. An elected or administrative official from the City of Battle Creek
  3. An elected or administrative official from the City of Albion
  4. A member from the County Board of Commissioners
  5. An elected or administrative official from a Township
  6. Two representatives at large
Section 4.03 of the agreement provides for each Board Member’s term of office, and for said terms to be staggered in such a way that no more than two members are up for re-appointment in any given year.  On December 31st, the term of Ms. Lynn Ward Gray, who represents the City of Battle Creek expired. I recommend the reappointment of Ms. Gray to the Land Bank board. She has been an active member of our board and has significant institutional knowledge about our organization, which is critical as we enter our strategic planning process.  Once re-appointed, her service terms would end on 12/31/2021.
I respectfully ask the Calhoun County Board of Commissioners to make this appointment to the Calhoun County Land Bank Authority Board.
