FROM: Jim Dyer, Corporation Counsel, Corporation Counsel
Department: Corporation Counsel

Resolved, that the Calhoun County Board of Commission does approve the Agreement to Share Non-Congregant Housing, as presented, subject to minor modifications acceptable to the Administrator Controller and Corporation Counsel.
The Health Department and County Administration recommend approval of the Agreement, which was prepared by the Corporation Counsel.
At its December 17, 2020, meeting the Calhoun County Commission approved an agreement with Twin Hospitality, LLC to use the Red Roof Inn at Beckley Road as a non-congregant COVID-19 Isolation and Quarantive Facility. ?Similar to a program administered by Calhoun County from April through June 2020, during the first surge of cases, This facility will provide an alternative to
hospitalization for those who have tested positive and are either nonsymptomatic or had symptoms that did not require

A significant portion of the costs associated with operating this facility will be funded through a 2020 COVID-19 CARES grant from the MDHSS. To help defray costs in excess of this grant, we have agreed to permit Kalamazoo County to again use the facility that we will operate. The agreement gives Calhoun the authority to operate the facility anad contract for all necessary services. Kalamazoo agrees to pay 50% of all costs in excess of the grant that we have already received.
As suggested by the Commission.
It is recommended that the Calhoun County Board of Commission approve an  Agreement to Share Non-Congregant Housing to permit sharing the facility with Kalamazoo County to house non-hospitalized individuals subject to COVID-19 quarantine and isolation requirements with no other alternative housing.
