Senior Millage 2019 Request for Proposal (RFP) Funding Recommendations

RESOLUTION:
Resolved, the Calhoun County Board of Commissioners does hereby approve Senior Millage funding recommendations from the Senior Millage Allocation Committee resulting from the 2019 Request for Proposals #109-19 as presented.  This resolution also authorizes the Board Chair to sign contracts as presented for eleven programs included in the RFP.
RECOMMENDATION:
County Administration supports the Senior Millage funding recommendations of the Senior Millage Allocation Committee (SMAC).   Ten of the contracts are for existing Senior Millage-funded programs with current funding and contracts that end December 31, 2019.   Funding for the programs in the RFP starts January 1, 2020 and contract length varies from one year to four years.   SMAC approved the recommendations of the RFP Review Subcommittee at its September 6, 2019 meeting.  The programs, funding amounts and terms are summarized below:

BACKGROUND:
The Calhoun County Purchasing Department issued RFP #109-19 on July 16, 2019 for eleven Senior Millage programs.  Proposal submissions were due August 8, 2019.  15 bids  were received for 11 programs.   There was competition for Hearing and Vision, Bed Bug Remediation, and Money Management.  The rest of the Senior Millage funded programs will continue with their current vendors.

The eleven programs and the selected vendor are listed below:

Senior Fitness & Fun:  Senior Health Partners, whose fiduciary is Comprehensive Senior Care Corporation (PACE)
Rural Health Education:  Senior Health Partners, whose fiduciary is Comprehensive Senior Care Corporation (PACE)
Legal Assistance:  Legal Services of South Central Michigan
Senior Home Heating Assistance:  Community Action
Guardianship and Payeeship:  Guardian Finance and Advocacy Services, Inc.
Money Management:  Guardian Finance and Advocacy Services, Inc.
Senior Dental Services:  Fountain Clinic
Hearing Program:  CareWell Services (changed vendor from the Calhoun County Public Health Department)

A  RFP Review Subcommittee of the Senior Millage Allocation Committee lead by the Senior Services Manager reviewed the responses for the RFP and interviewed all bidders on August  23 and August  26, 2019.    SMAC members Yvonne Chapman, Jim Powers, Commissioner Gary Tompkins and Tom Hunsdorfer reviewed and scored the 15 proposals and then listened to presentations for 8 hours.  They asked great questions of the vendors proposing services and took the process very seriously.   Jen Bomba, Community Development Director, and Brad Wilcox, Assistant County Administrator and Purchasing Officer, sat in as observers of the process.

The Bed Bug Remediation program is a new program created after piloting four bedbug cases out of the Senior Services Administrative budget in cooperation with a Bed Bug Remediation Stakeholders group co-chaired with the Environmental Services Division of the Calhoun County Health Department.  Low-income senior homeowners are being denied in-home services because of bed bug infestations and no funds to pay for treatment.  The new program is a one year contract for chemical treatment and preparation.  A one year contract will let us see if the program is utilized and successful before going to a multi-year contract.

The Calhoun County Public Health Department decided that it did not have the needed outreach to seniors for the continued success of the Vision and Hearing programs and asked Senior Services to recruit another vendor.  SMAC has strategically asked for vendors to expand hearing and vision providers into the east side of the county.  Currently both the subcontract vision and hearing providers are located in Battle Creek.  Both the Fountain Clinic and CareWell Services submitted bids for the Hearing and Vision programs.  CareWell Services was selected as the vendor.

All vendors are experienced providers and there is great confidence in their ability to administer the funded services.  The Office of Senior Services conducted annual on-site assessments of all service providers and affirms the quality of the services being provided and commitment to serving older adults, age 60 and over in Calhoun County.

Fiscal Impact
BUDGETARY IMPACT:
IMPACT: All of the Senior Services programs funded through the proposed contracts are existing programs provided with funding through Senior Millage. Senior Millage (.7452 mills) is authorized through 2020. It is expected that the Commission will approve its being placed on the ballot for the August 4, 2020 election for renewal for ten years. Senior Millage contracts are contingent upon continued Senior Millage tax dollars being collected. Senior Millage funded services each have a Minimum Service Standard that has been developed to guide the eligibility for and the provision of services for each program. All Senior Service programs are also governed by the ALL SERVICES Minimum Service Standard. These Service Standards are available on the County's website.

Senior Millage funds allocated through these contracts are budgeted for in the County's budget each year. Senior Millage funding is recorded under revenue and expense accounts in Fund #276.
