Resolved, the Calhoun County Board of Commissioners does hereby approve the five year auditing contract with Rehmann Robson, LLC ("Rehmann") as presented and authorizes the Board Chair to sign on behalf of Calhoun County.
County Commission approval is recommended for an agreement with Rehmann Robson LLC ("Rehmann") to provide auditing services to Calhoun County. County Administration requests the approval of the Board of Commissioners to authorize the Board Chairperson to execute a five year contract with Rehmann, with the possibility of two one-year extensions, for provision of auditing services in a total amount estimated at $285,000 based on a not to exceed professional fees proposal.
With the completion of the audit for fiscal year 2018, the current agreement for auditing services expired. RFP#114-19 was issued August 28 and invited qualified independent Certified Public Accountants to submit proposals to audit the County's General Purpose Financial Statements for years ending December 31, 2019 - 2023 plus two one-year options, in accordance with generally accepted auditing standards; Governmental Auditing Standards; and the requirements of Title 2 U.S. Code of Federal Regulations Part 200, the "Uniform Guidance."

On September 4, 2019 the Purchasing Department received 4 (four) proposals in response to RFP#114-19: Andrews Hooper Pavlik, PLC in Owosso, MI; Maner Costerisan CPAs in Lansing, MI; Yeo & Yeo, PC in Kalamazoo, MI; and Rehmann Robson, LLC in Jackson, MI.

Proposals were reviewed by an evaluation team comprised of Kelli Scott, Administrator/Controller; Melinda Weaver, Deputy Treasurer; and Jeryl Schoepke, Deputy County Controller. Proposals were evaluated utilizing a weighted scoring matrix that included categories of price, expertise & experience, audit approach, and compliance with mandatory elements.  The team scored Rehmann the highest and is recommending Rehmann be awarded this contract to provide the required auditing services for the County.

Rehmann is a leading public accounting firm serving the governmental industry and Michigan counties, and offers a competitive price ranging from $55,000 in year one to $59,000 in year 5.  Rehman proposes to manage and perform the County's audit with governmental audit and financial reporting professionals from their Jackson office. 
County Administration requests the Board of Commissioners approve the recommendation of the evaluation team to award Rehmann Robson, LLC an auditing services contract based on their response to RFP#114-19.

Fiscal Impact
The county is required to receive an independent financial audit and single audit, and budgets for these professional services within the annual budget process. The proposed fee for the 2019 audit is $55,000, an increase of $6,000 over the 2018 audit cost, or 12%.
