Approval of Raymond Road Facility Salt Testing Contract with SME Engineering

RESOLUTION:
Resolved, that the Calhoun County Board of Commissioners does approve the Contract with SME Engineering to perform environmental  testing at the Raymond Salt Barn, as presented. It is further resolved, that SME is authorized, with input from County Administration, to engage a drilling contractor for an additional contract payment, inclusive of all administrative costs, that shall not exceed $80,000.00. 
RECOMMENDATION:
County Adminitration and the Corporation Counsel recommend adoption of the resoluiton as submitted.  
BACKGROUND:
Testing at the County Road Department facility on Raymond Road in Emmett Township has disclosed higher than anticipated levels of sodium chloride (salt) in ground water. The current testing location is insufficient to determine the extent of the salt concentration, and its movement, if any, on or beyond the boundaries of the County's property. As a consequence, The County has been asked by the Michigan Department of Environment, Great Lakes and Energy (EGLE) to delineate the horizontal and vertical extent of any salt plume.
  
SME Engineering has been monitoring the salt levels for over ten years at the Raymond Road site for the County. At the County's request, SME participated in meetings between the County and EGLE concerning this issue. SME also consulted with EGLE concerning the type of testing EGLE would expect the County to provide to determine the problem and delineate the "salt plume, if any that exists on County Property.

Based on feedback from EGLE staff, SME developed a testing protocol for the site. The attached proposal sets out protocol, and the scope of work SME will provide to the County and EGLE. The proposal provides for the installation, monitoring and analysis of three sets of "nested" wells located on the Raymond Road site. The scope of work to be performed by SME is estimated to cost $58,000, and is set forth in the attached proposal, submitted for approval by the Commission.

In addition to SME’s scope of work, they will also select a contractor and monitor drilling operations for creating of the test wells. SME secured quotes from four drilling contractors that met SME’s qualifications. These proposals are attached as part of the SME proposal. On approval of the contract with SME, and with input from the County, SME will select one of the well contractors, engage their services and monitor their performance and completion of the wells. SME will be reimbursed on a cost plus 15% for administrative expense basis. This part of the contract is expected to cost between $40-80,000.
 
ALTERNATIVES:
At the suggestion of the Commission. The Commission may choose to reject all or part of the proposed Resolution or take no action.  Should that occur it is likely that EGLE could commence enforcement action.
SUMMARY:
It is recommended that the Calhoun County Board of Commissioners approve a Contract with SME Engineering to perform environmental  testing at the Raymond Salt Barn.

Fiscal Impact
BUDGETARY IMPACT:
This is an unbudgeted expense. If it cannot be funded from current Road Department sources, a budget amendment may be required.
