RESOLUTION:
Resolved the Calhoun County Board of Commissioners does hereby approve the award of a one year contract with the possibility of a one-year extension upon mutual agreement of both parties, to provide maintenance at the I-69 Rest Area #R722 in the amount of $92,950 per year to Hi-Tec Building Services.
RECOMMENDATION:
County Administration recommends Hi-Tec Building Services for the award of a one year contract with the possibility of a one-year extension upon mutual agreement of both parties, to provide maintenance at the I-69 Rest Area #R722 in the amount of $92,950 per year as presented.
BACKGROUND:
 The Purchasing Department worked with the Road Department Purchasing Team, including a representative from the Michigan Department of Transportation (MDOT), to design a formal bid document soliciting proposals for the maintenance of the MDOT owned #R722 rest area, located on the southbound I-69 interstate near the Turkeyville exit. Under the direction of the Road Department supervisor, the MDOT bid specifications included cleaning of restrooms and routine facility maintenance, such as: waste removal, snow removal from the walkways, mowing, and landscaping maintenance of the rest area grounds.

One proposal was received in response to RFP#111-20, which is from incumbent Hi-Tec Building Services of Jenison, who’s current contract expires 9/30/20. MDOT specifications include the requirement that the evaluation team select the responsive low bidder and unless that bidder is disqualified, the recommendation to award will be based on low bid. Although there were no competing proposals, MDOT recognizes that Hi-Tec Building has demonstrated their ability to complete the work as evidenced by the previous 15 years that they have worked as a result of previous contract awards for maintenance of the #R722 rest area.
ALTERNATIVES:
 The Road Department is required by MDOT to bid out rest area maintenance following the MDOT specifications in order to receive reimbursement of expenses associated with the contract.
SUMMARY:
 County Administration recommends the award of a contract as presented with Hi-Tec Building Services to provide maintenance services at the MDOT #R722 rest area.

Fiscal Impact
BUDGETARY IMPACT:
Rest area maintenance is included in the CCRD budget - no General Fund impact.
