RESOLUTION:
BE IT RESOLVED, that the Calhoun County Board of Commission hereby authorizes changes to a previously approved submission of a Natural Resource Trust Fund Application for $193,381 and further resolves to make available a local match through financial commitment, grants, and donation(s) of $194,619 (50%) of a total $388,000 project cost, during the 2020-2021 fiscal year.

WHEREAS, the Calhoun County Board of Commissioners support the submission of an application titled, Kimball Pines Renovation to the Michigan Natural Resources Trust Fund for development of habitat, paved trail, restroom renovations, new roofing, parking improvements, and a new entrance at Kimball Pines Park; and,
WHEREAS, the proposed application is supported by the Community’s 5-Year Approved Parks and Recreation Plan; and,
WHEREAS, Calhoun County Government is hereby making a financial commitment to the project in the amount of $194,619 in matching funds, in cash and/or force account;

RECOMMENDATION:
The Calhoun County Parks Commission and the Office of Community Development recommend the County Board of Commissioners support a resolution to increase the matching funds to 50% of the total project cost through use of County Park Millage funds in an effort to improve the chances of grant success.
BACKGROUND:
The Calhoun County Parks Commission and the Office of Community Development are requesting support of changes to a previously submitted Michigan Natural Resources Trust Fund Grant. The $388,000 application proposes to develop and renovate Kimball Pines Park and includes habitat restoration, construction of paved trail, tree plantings, ADA restroom renovations, new roofing, parking improvements, and a new entrance off Michigan Avenue. The change increases the county’s commitment of match from $97,000 to $194,619. The proposed increase in match will be funded through the newly approved County Parks Millage and will significantly increase the county’s chances of a successful grant award.  

Breakdown of Matching Funds:
$36,279 insurance claim from 2011 storm damage 
$3,340 ITC Holdings Company Grant 
$20,000 County Visitors Bureau Grant
$20,000 County Capital Improvement Project Funds  
$10,000 County Solid Waste Fund Grant
$105,000 County Park Millage Funds

Fiscal Impact
BUDGETARY IMPACT:
The 50% match will be funded through external grants, donations, and parks millage funds. No general funds will be used for this project.
