RFB#110J-20 Cutting Edges - Award

Resolved the Calhoun County Board of Commissioners does hereby approve the contract with Michigan CAT and Valk Manufacturing for the purchase of cutting edges in an amount estimated at $72,000.
The Purchasing Department requests Board of Commissioner approval for a contract with Michigan CAT and Valk Manufacturing for the purchase of cutting edges in an amount not to exceed $72,000.
Cutting edges are the hard metal inserts applied to snow plow blades to scrape snow and ice from roadways. These blades wear down from friction and are replaced regularly during the winter season. Single beveled blades last longer, but at an increased cost. The bid requested pricing for both single and double beveled blades. The bid also requested truckload quantities in five separate lengths.
The County Purchasing Department issued RFB#110J-20 for Cutting Edges in coordination with the Calhoun County Road Department (CCRD) and Jackson County Department of Transportation (JDOT). Five responsive bids were received in response to RFB#110J-20: Michigan CAT, Lansing; Valk Manufacturing, New Kingstown, PA; Winter Equipment, Willoughby, CO; Wear Parts, Aurora, CO; St. Regis, Charlotte. Bid results were evaluated by a Purchasing Team representing CCRD and JDOT staff.
Due to increased stability and reduced wear, as well as the increase cost to replace blades more frequently, the added cost of single beveled blades was justified. As a result of the evaluation process Michigan CAT was selected by the CCRD and JCDOT to provide 5’, 6’ and 7’ single bevel blades. Valk Manufacturing was selected by CCRD to supply the 7’ and 9’ wing plow blades. The Calhoun and Jackson County road departments have purchased cutting edges from both Michigan CAT and Valk Manufacturing in previous seasons with favorable delivery and product. Both vendors meet the specifications as determined by the road departments.
If the total estimated quantities were shipped in 2020 the cost would be estimated at $72,000.
The County Purchasing Department in coordination with the Road Department recommends the purchase of cutting edges provided by Michigan CAT and Valk Manufacturing in an amount estimated at $72,000.
The CCRD 2020 maintenance budget is sufficient for the purchase of the estimated $72,000 in cutting edges as presented in the recommendation.
