Senior Strategic Project funding for four contracts

RESOLUTION:
Resolved, the Calhoun County Board of Commissioners does hereby approve the funding recommendation of the Senior Millage Allocation Committee made on September 11, 2020 to fund four projects resulting from the July 27, 2020, Request for Proposals #117-20 for Senior Millage Strategic Projects, and authorizes the Board Chair to sign four contracts as presented.

The four projects will be funded for a total of $300,590 from the Senior Millage Fund Balance:
1) Albion Community Foundation, Senior Housing Predevelopment: $150,000
2) Albion Community Gardens, Purchase of Fencing, Irrigation & a Rototiller:  $34,365
3) Albion Health Care Alliance, purchase 50% of eye equipment needed to establish Vision Services in Albion:  $16,225
4) Comprehensive Senior Care  Corporation dba Senior Care Partners P.A.C.E., Grandpads:  $100,000
RECOMMENDATION:
County Administration supports the funding recommendations of the Senior Millage Allocation Committee made on September 11, 2020 for Senior Strategic Projects.   This funding is made available through the strategic plan that the Senior Millage Allocation Committee recommended in January 2020 as a means to spend down the Personal Property Tax Reimbursement and FireKeeper's Local Revenue Sharing allocations that are paid to Calhoun County, and applied to the Senior Millage Fund, based on the percentage allocation for the Senior Millage as compared to all other millages collected within the County. Since these funds are received each year, and the allocated amount will vary widely from year to year, they are hard to budget for Senior Millage contractual services that are usually appropriated through multi-year agreements.  As a result, these funds have accumulated in the Senior Millage Fund Balance. These proposed allocations are recommended to serve Calhoun County older adults, age 60 and over. There is no impact on the general fund budget.

On Monday, July 27, the County published the Request for Proposals (RFP) for Senior Millage Strategic Projects.  This RFP made a maximum of $700,000 available to fund creative, collaborative projects that have identified a need in the community to help older adults improve access to services, and/or promote health and wellness, safety, dignity and independence.    Projects proposed by the community may range from $5,000 up to $250,000 for one-time funding to be spend by the end of next fiscal year for impactful, creative programming for Calhoun County seniors, age 60 and over.   Applications for this performance-based RFP were due Tuesday, August 25 
Down listing, or short listing, of the 14 submitted projects happened with County Administration on August 27 and with the SMAC RFP Review Committee consisting of Gary Tompkins,
Diane Peters, Tom Hunsdorfer, Yvonne Chapman and Helen Guzzo on August 28.
 
On Sept. 9, 2020, the Senior Strategic Project RFP Review Subcommittee met to hear presentations from applicants. Seven of the fourteen proposals were asked to give a presentation, seven did not survive the down listing/short listing review. Of those seven, four are being recommended for funding. The table below gives a brief summary of those proposals, the amount they requested, and the amount the subcommittee is recommended to fund for each proposal.

Senior Services Manager, Helen Guzzo, and Director of Purchasing, Brad Wilcox meet with each selected vendor to negotiate the attached contracts which specify milestones dates and objectives for releasing the funding after satisfactory performance.

SUMMARY:
These projects expand services to Calhoun County older adults, age 60 and over, that would not exist without this strategic funding.  The proposed funding complements the  22 programs funded by Senior Millage through its contractual services.  Calhoun County expects to make a second round of Senior Strategic Projects funding available through an Request for Proposals process in the spring of 2021.

Fiscal Impact
