RESOLUTION:
 Resolved the Calhoun County Board of Commissioners does hereby approve a three year contract to Chloride Solutions to provide organic materials for prewetting road salt for the Calhoun County Road Department as presented.
RECOMMENDATION:
 County Administration requests approval of the Board of Commissioners for the award of a three year contract to Chloride Solutions to provide organic materials for prewetting road salt for the Calhoun County Road Department for an annual amount estimated at $50,250 per year.
BACKGROUND:
The Calhoun County Purchasing Department collaborated with the Calhoun County Road Department (CCRD) to develop bid specifications designed to provide organic additives for pre-wetting road salt from qualified vendors.

A formal bid, Organic Additive RFB#113-20, was issued on September 11, 2020, seeking qualified contractors to provide liquid organic materials to add to bulk road salt piles prior the application directly to the roads for winter de-icing. Two vendors responded to the solicitation with proposals including: K-Tech Specialty Coatings, Ashley, IN.; and Chloride Solutions, Webberville, MI.

The Purchasing Team composed of both CCRD staff and administration reviewed the proposals and selected Chloride Solution’s GEOMELT 55 for the award of the organic material bid. GEOMELT Liquid Organic Accelerator is a natural agricultural product that features superior snow and ice control performance without the corrosion of other traditional brines. GEOMELT is made from processed sugar beets that provides snow and ice control performance superior to traditional brines. GEOMELT was not the lowest cost product but it has been proven in previous winter seasons by the CCRD as an effective organic material. GEOMELT has a lower temperature operating range, reduces salt application rates 30% by preventing road bounce on application, and is less corrosive than straight calcium chloride.

SUMMARY:
 The Purchasing Team for the CCRD recommends Chloride Solutions for a contract to provide de-icing organic additive in the estimated annual amount of $50,250.

Fiscal Impact
BUDGETARY IMPACT:
The current year is included in the CCRD approved 2020 budget for winter maintenance and will be included in subsequent budgets for approval.
