MEDC Sackrider Farms Site Readiness Grant Public Hearing

Information
RESOLUTION:
WHEREAS, Calhoun County has been invited by the Michigan Economic Development Corporation to submit a CDBG application in the amount of $100,000; and
 
WHEREAS, Calhoun County desires to use the CDBG funds for the Sackrider Farms Site Readiness Master Plan; and
 
WHEREAS, the proposed project is consistent with the county’s Master Land Use Plan as described in the Application; and
 
WHEREAS, at least 51% of the beneficiaries of the proposed project will be low-to-moderate income persons, and
 
WHEREAS, no project costs will be incurred prior to a formal grant award, completion of the environmental review procedures, and written authorization to incur costs has been received from our assigned CDBG Project Manager; and
 
NOW, THEREFORE, BE IT RESOLVED that the Calhoun County Board of Commissioners designates the County Administrator/Controller, Kelli Scott, as the Certifying Officer, the person authorized to certify the Michigan CDBG application, and the person authorized to sign the Grant Agreement and payment requests. 
RECOMMENDATION:
Community Development recommends approval of the authorizing resolution permitting the submission of a grant application to the Michigan Site Readiness Program requesting funds to develop a master site plan for the Sackrider Farms properties located in Emmett Charter Township.    
BACKGROUND:
This project is a partnership between the County and Battle Creek Unlimited (BCU) to assist the State of Michigan in their efforts to identify potential sites for future economic development.  Grant funds will be used for pre-engineering and feasibility studies to determine infrastructure or site improvements necessary to establish sites that are ready to compete for site selection projects.  The Sackrider Farms properties located in the vicinity of 11 Mile Road and I-94 have significant potential for large-scale business attraction/expansion.  This project proposal is supported by the owners of Sackrider Farms.      
SUMMARY:
Community Development recommends approval of the authorizing resolution permitting the submission of a grant application to the Michigan Site Readiness Program requesting funds to develop a master site plan for the Sackrider Farms properties located in Emmett Charter Township.
