RESOLUTION:
Resolved that the Calhoun County Board of Commissioners does hereby approve the Michigan Department of Transportation Contract #19-5542, which includes:

PART A - Hot Mix Asphalt (HMA) base crushing, shaping, and resurfacing work along N Drive North (Gorsline Rd.) from McAllister Rd east to 12 Mile Road; including clearing, earthwork, guardrail, permanent pavement marking, and slope restoration work, and all together necessary related work;

PART B - Tree removal work along N Drive North (Gorsline Rd.) from 9 1/2 Mile Rd to 12 Mile Rd, and all together necessary work.
RECOMMENDATION:
It is the Calhoun County Road Department's (CCRD) recommendation to approve Contract 19-5542 for the federal aid project that will occur on N Drive N (Gorsline Rd.) between McAllister Rd and 12 Mile Rd. Approving this contract will allow CCRD to accept MDOT funding to reconstruct these roadways. It is the recommendation of the Road Department to approve MDOT Contract 19-5542. Without board approval, the Road Department would lose the funding necessary to complete this project. 
BACKGROUND:
The Calhoun County Road Department has been granted partial funding for a project that is proposed to be constructed on N Drive N (Gorsline Rd.) between McAllister Road and 12 Mile Rd, as well as safety grant funding for tree removals on N Dr. N between 9 1/2 Mile Rd. and 12 Mile Rd.

For the road reconstruction project (Part A), the federal funding provided covers 56% of the project cost, while the CCRD is responsible for providing a 44% match. The grand total estimated cost is $1,139,400, with federal funds being $641,323, and the match total from the Road Department being $498,077.

For the safety grant tree removal project (Part B), the federal funding provided covers 90% of the project cost, while the CCRD is responsible for providing a 10% match. The grand total estimated cost is $9,100, with federal funds being $8,200, and the match total from the Road Department being $900.
ALTERNATIVES:
The Board could choose not to approve this contract. If the contract is not approved, the Road Department would not receive the funds and the project would not be completed at this time.

Fiscal Impact
BUDGETARY IMPACT:
The 44% CCRD match of $498,077 is included in the proposed 2020 CCRD Budget.
