The 2020 Medical Marihuana Operation and Oversight Grant

Let it be resolved, that the Calhoun County Board of Commissioners does hereby accept the 2020 Medical Marihuana Operation and Oversight Grant, and authorizes the Administrator/Controller to sign all documents necessary to implement the grant
The Sheriff's Office requests the Board to accept the 2020 Medical Marihuana Operation and Oversight Grant. 
The Michigan Medical Marijuana Operation and Oversight Grant to County Law Enforcement Officers is provided for in The Michigan Medical Marijuana Act. The purpose of the Grant is to provide funding to law enforcement agencies within each county to be used for education, communication and enforcement of the Michigan Medical Marijuana Act.

The Calhoun County Sheriff’s Office intends to continue to use the funding to supplement a full-time deputy position that will work throughout Calhoun County to educate citizens on the Michigan Medical Marihuana Act. We intend to implement a balanced approach to include Education, Communication and Outreach. The deputy will work the Calhoun County Intermediate School District, Legislative Resources and other Law Enforcement entities housed at the Marshall Law Enforcement Complex to educate the public, public officials, and law enforcement officers about the Michigan Medical Marihuana Act, updates to the MMMA, and relevant case law decisions. The Calhoun County Sheriff’s Office recognizes that education about the law, combined with an opportunity for open dialogue will be the key to success. Experience has taught us that many citizens ran afoul of the MMMA because they did not know the law or because they were misled by individuals and groups that were providing inconsistent or inaccurate interpretations of key provisions of the MMMA. Education and communication will take place through town hall-style meetings held at the Marshall Regional Law Enforcement Complex, through seminars and question-and-answer forums for community leaders, and through press releases and public service announcements. Additionally, the deputy will identify and/or help create a brochure that summarizes key aspects of the MMMA that will be provided to potential growers, transporters, testing facilities, and provisioning centers. The brochure will include a phone number and email address where citizens can call to get answers to their questions.

Another benefit in community outreach is to educate the public about the dangers of drug abuse, especially to children. It will be important to educate teachers and parents about marihuana and marihuana infused products, particularly dabs, waxes, and shatter. Many parents may not realize that marijuana can now be ingested right in front of them without the tell-tale smell that accompanied marijuana use prior to vaping and marihuana infused products coming on scene.
We believe that it’s imperative for the law enforcement community to provide education and communication to the community by hosting or participating in open forums to discuss the Michigan Medical Marihuana Act. We believe that the success of the MMMA and its recent amendments hinges on overall compliance by start-up growers, transporters, and provisioning centers. If certain facilities break the law and profit from it, other facilities will feel that they also need to break the law just to stay competitive. Therefore, our primary goal is to benefit the community by ensuring compliance with the law, protection for our children, and a business environment that will provide a fair playing field for law-abiding business persons who wish to begin the process of becoming a grower, transporter, testing facility, or provisioning center. We intend to accomplish this objective by educating the business people who are starting these facilities by providing a means of two-way communication 

Fiscal Impact
The funding for the remaining expenses of the program was included in our 2020 budget request.
