RESOLUTION:
 Resolved, the Board of Commissioners does hereby approve the contract with NeoGov as presented.
RECOMMENDATION:
 It is recommended that the Board of Commissioners approve the contract with NeoGov as presented.
BACKGROUND:
As you may know, the County is moving forward with a new website in 2020 and it was necessary for Human Resources to find a new solution for recruitment and applicant tracking.  After review of several products, NeoGov had the most attractive features, is offering a 25% discount for the first year of a two-year agreement, and is associated with the State of Michigan MiDeal program . 

The NeoGov system allows candidates to create a user profile, track the status of their applications, and to receive automatic status updates.  The hiring managers/teams will also be able to utilize screening tools built into the system to help with the review and tracking of qualified candidates.  There are data analysis components to assist with HR compliance and reporting, such as EEO requirements.  There is also an on-boarding module to assist with the hiring process and new hire document management.  None of the features listed above are currently available through the County employment site, so it is anticipated that this new system will create greater efficiency throughout the County/Courts, as well as an enhanced candidate and new hire experience.

Fiscal Impact
BUDGETARY IMPACT:
The cost will be $27,172 for the first year, which is a 25% discount. The second year will cost $28,230. The first year cost will come from the Capital Improvement Fund and ongoing costs will be included in the Information Technology business unit budget.
