Calhoun County Public Health Department WIC Breastfeeding Peer Counselor Staffing

Resolved, the Board of Commissioners does hereby approve an increase to the authorized staffing allocation for the Breastfeeding Peer Counselors (WIC) and the necessary budget adjustments as presented, effective January 1, 2021.
The Calhoun County Public Health Department (CCPHD) respectfully requests that the Board of Commissioners (BOC) approve a Breastfeeding Peer Counselor FTE increase in the Women, Infants, and Children (WIC) program effective January 1, 2021.
In 2012, the CCPHD WIC program was awarded a grant from the State WIC office for two part-time casual WIC Breastfeeding Peer Counselors. The Peer Counselors provide support for pregnant and breastfeeding WIC clients with the goal of increasing breastfeeding initiation, exclusivity, and duration. They assist WIC clients in the WIC clinic setting with breastfeeding education and promotion, troubleshooting and support, and the issuance of breast pumps. They also provide phone support including after normal business hours and weekends through a “warm line” cell phone model.
The CCPHD WIC program was recently awarded $79,815 (increase of $29,967) by the State WIC office in support of 1.65 FTE breastfeeding peer counseling FTE per their request for CCPHD to increase Breastfeeding Peer Counselor support. Currently, the two peer counselors account for a total .96 FTE (19 hours each per week). This increase to 1.65 FTE (33 hours each per week) expands their ability to provide breastfeeding support to WIC clients. Please refer to the attached proposal submitted to the State WIC office for information on the justification and use of these funds.
Currently, the two counselors are casual employees. The original WIC State proposal considered a move into the TPOAM-H Union to provide the two peer counselors access to additional County benefits. This proposal piece is currently being discussed with Human Resources and Finance as we review the financial impact before moving forward with this proposal piece.
The Board of Commission may approve or deny this request.
The Calhoun County Public Health Department requests that the Board of Commissioners approve the staffing changes as noted effective January 1, 2021.
The $79,815 request to the State fully supported their request and fully covered the increased salary and fringe of $58,378.22 and $21,437 for additional expenses (please refer to the attached proposal). This budget was included in the approved FY21 CCPHD budget. There is no additional fiscal impact.
