RESOLUTION:
Resolved that the Calhoun County Board of Commissioners hereby authorizes the Road Department to seek grant funding assistance for replacement of the existing culvert on E Drive North between Beadle Lake Road and 6 ½ Mile Road over Minges Brook in Emmett Township,  through the State of Michigan Fisheries Habitat Grant Program, and provided adequate grant funding is awarded, authorizes the appropriation of up to $250,000.00 in matching funds to complete the project. 
RECOMMENDATION:
It is the recommendation of the Road Department and County Administration that the Calhoun County Board of Commissioners approve the resolution to seek grant funding and to authorize the appropriation of up to $250,000  in County matching funds in the grant is approved and funded.. 
 
BACKGROUND:
The Calhoun County Road Department and Emmett Charter Township are currently in Phase 2 of the Emmett Township Local Road Improvement Program. In addition, in August of 2014, the County agreed, as part of the Work Plan developed through the settlement of the Big Marsh Drain lawsuit to replace the E Drive North culvert " . . . at its sole cost the next time improvements are made in that area. . ."
 
To help defray the cost of construction, the Calhoun County Road Department approached the Michigan Department of Natural Resources about applying for a grant to replace the E Drive N culvert over Minges Brook under the Fisheries Habitat Grant Program since this site was listed as a trout stream.  A pre-proposal was submitted in January 2021 and the E Drive N culvert replacement project was subsequently identified as a strong candidate for funding and selected as one of the projects to be moved forward in the application process.

The resolution will permit the project to continue through the grant award process, to a possible final awarded grant to the County. Should the grant be awarded it would substantially defray an existing financial and construction obligation that the County would otherwise have to bear completely. 
  
It is expected that the project would actually occur in the 2022 budget year. While it is somewhat unusual for a resolution approved in one year to commit an appropriation in a subsequent budget year, current approval of the match specified in the grant submission will significantly enhance the likelihood that this project will be chosen for funding. In addition, long term construction projects are a well recognized exception to the preference that one commission not not bind or restrict the actions that would other wise be taken by a subsequent commission. Finally, since the 2022 budget year is subject to development and approval by this commission committing to this expenditure in 2022, is also appropriate. The proposed Resolution and this background narrative  has been reviewed and approved by the Corporation Counsel.

 
ALTERNATIVES:
The Board of Commissioners could choose not to support this resolution. This would result in the Road Department's inability to submit the application as the resolution is a required part of the grant application.
 
SUMMARY:
Staff recommends that the Board of Commissioners approve a Resolution concerning  the replacement of an existing culvert on E Drive North, authorize submission of a grant request, and approve the appropriation of up to $250,000.00 in matching funds to complete the project, if grant funding is approved. 

Fiscal Impact
BUDGETARY IMPACT:
Under this application, we are requesting $200,000 in grant funding and intend to utilize $225,000 in local match, for a total etimated cost of $425,000. If approved and funded, the matching fund expense will be included in the 2022 budget.
