RESOLUTION:
Resolved, that the Calhoun County Board of Commissioners approves the Second Amendment to the inmate medical services Contract with Corizon Health, Inc., thereby adding .4 FTE mental health professional services for an additional $19,000 on an annual basis.
RECOMMENDATION:
The Sheriff, County Administration and the Corporation Counsel recommend approval of the proposed resolution to add mental health professional service to cover mental health issues in the Jail on nights, weekends and holidays. 
BACKGROUND:
Corizon Health has provided Jail Inmate Health Care for Calhoun County for over 20 years. The existing contractual relationship with Corizon commenced on January 1, 2015, when the County entered into a new contract with Corizon Health to provide medical care services in the Calhoun County Jail. The contract was approved by the Board as the result of a bidding process (RFP #129-14). The first contract amendment extended the initial five-year contract through December 31, 2021. That extension increased the 2021 base contract amount to $2,117,769 and maintained the existing terms of service and staffing levels. The amendment specifically excluded mental health on-call services on weekends and holidays in the Jail.

Corizon has used Summit Point to provide 1 FTE of a mental health professional to the Jail for the current contract. Effective as of March 12, 2021, Corizon’s agreement with Summit Point will be canceled and Corizon will provide the mental health services directly. In addition, the Sheriff and Corizon have agreed on the need to add .4 FTE mental health professional for an additional $19,000 on an annual basis. This additional position will be utilized to ensure onsite weekend mental health coverage as well as on-call coverage for after hours. Accordingly, the staffing plan will include a total of 1.4 FTE mental health professional.

The base compensation for the amended contract would be changed effective March 12, 2021 to reflect the above referenced staffing changes. The total base compensation would be $2,136,769, which is pro-rated based on the March 12 effective date. Accordingly, the pro-rated March 2021 monthly installment is $177,502.25. For the remainder of the 2021 contract year through December 31, 2021 the monthly installment would be $178,064.08. All other terms and conditions of the previous agreement shall remain in full force and effect except as modified herein.
 
ALTERNATIVES:
The Commission must consider that the Sheriff and County are required by law to provide constitutionally adequate inmate medical care services. The proposed contract achieves that level of care.  
SUMMARY:
The Sheriff, County Administration and the Corporation Counsel recommend approval of the proposed resolution to approve the Second Amendment to the Contract with Corizon Health, Inc. amending the to include additional mental health services for the Jail during off hours until the contract ends on December 31, 2021.  

Fiscal Impact
BUDGETARY IMPACT:
The contract amendment increases Contractual Services within the jail by $19,000 for 2021. It is currently the expectation that this increase will be offset by expense savings within the Sheriff's current 2021 budget appropriation.
