Biennial Bridge Inspection Program Award to Great Lakes Engineering Group

RESOLUTION:
Resolved, that the Calhoun County Board of Commissioners does hereby approve the award of the 2021/2022 Biennial Bridge Inspection Program to Great Lakes Engineering Group.
RECOMMENDATION:
It is the Calhoun County Road Department's (CCRD) recommendation to approve the award of the 2021/2022 Biennial Bridge Inspection Program to Great Lakes Engineering Group, who was the low bidder with a price of $35,355.  
BACKGROUND:
In accordance with state & federal requirements, each bridge under CCRD's jurisdiction is periodically inspected following the Federal Highway Administration's (FHWA) National Bridge Inspection (NBI) standards and MDOT's Structure Inspection Manual. These inspections must be performed by a fully qualified team leader in order to ensure safety, familiarity with bridge inspection terminology & techniques and data collection practices & procedures, and that inspections are completed with the utmost quality.  The National Bridge Inspection Standards (NBIS) establish the minimum standards for team leaders which include education, experience, and training.
 
Since the Calhoun County Road Department does not have a team with the appropriate bridge inspection certifications & experience on staff, this work was put out for competitive bidding.  Two bids were received and they were as follows:
 
  • Wightman & Associates   $57.500.00
  • Great Lakes Engineering  $35,355.00
ALTERNATIVES:
The Board could choose not to approve the award of this contract to Great Lakes Engineering Group.  If this award is not approved, the County could choose to award it to the next highest bidder, or not to award at all.  If no award was made, the Road Department would be unable to complete any of the required bridge inspections in 2021 or 2022.  Not only would this jeopardize the Road Department's federal funding, it could also put the public at risk if potential safety issues are not being identified during the course of regular inspections before they become catastrophic failures.

BUDGETARY IMPACT:
The cost for the 2021/2022 Biennial Bridge Inspection Program is included in the approved 2021 Road Department budget and will be included in the 2022 budget as well.
