RESOLUTION:
 Resolved the Calhoun County Board of Commissioners does hereby approve the contract for the purchase of up to 52,000 tons of sodium chloride from Detroit Salt Company as presented and approves the Board Chair to execute the agreement on behalf of the County.
RECOMMENDATION:
 County Administration recommends Board of Commissioner's approval for the recommendation of the Joint Purchasing Team to award a contract to purchase up to 52,000 tons of sodium chloride (bulk road ice melt salt) from Detroit Salt for the total delivered price of $3,600,000 based on the acceptance of their bid response to RFB#107J-21.
BACKGROUND:
 In collaboration with the Calhoun County Road Department (CCRD) and the Jackson County Department of Transportation (JCDOT), the County Purchasing Department formed the Joint Purchasing Team in order to develop specifications and evaluate bids in response to formal bid RFB #107J-21, Sodium Chloride. Sodium Chloride (road ice melt salt) is used by the Road Departments for winter ice control on County roads. The bid required that the product offered shall conform to the Michigan Department of Transportation (MDOT) specification for bulk ice control salt (sodium chloride). Bidders were required to provide delivered prices on rock salt to Road Department locations in Calhoun and Jackson counties. Four responsive bids were received for RFB#107J-21 including: Morton Salt (Detroit, MI), Detroit Salt Co. (Detroit, MI), Cargill Salt (North Olmsted, OH) and Compass Minerals (Toledo, OH).

Detroit Salt was the apparent low bid and most responsible bidder based on their low bids of $71.04 per ton and $68.52 per ton for CCRD and JCDOT respectively. Pricing for the bids submitted by the other bidders in response to the salt bid ranged from $77.03 (Cargill) to $68.52 (Detroit Salt ). The bid result represents an increase of 2.23% compared to the winter 2020/2021 price levels. Detroit Salt has provided salt to both road agencies in previous seasons and both agencies were satisfied with their product and service.
