Emulsion Bid Recommendation

RESOLUTION:
 Resolved the Calhoun County Board of Commissioners does hereby approve the contracts with Michigan Paving & Materials Company and K-Tech Specialty Coatings, Inc. for asphalt emulsion materials as presented and authorizes the Board Chair to sign the agreements on behalf of the County.
RECOMMENDATION:
The Purchasing Department recommends Michigan Paving and K-Tech Specialty Coatings for the award of a two-year contract to provide asphalt emulsion materials to the Calhoun County Road Department (CCRD) for road maintenance in a combined amount estimated at $1.4 million. 
BACKGROUND:
The Purchasing Department formed a Joint Team that included representatives from the CCRD to assist in the development of the asphalt emulsion bid specification and the evaluation of the bid responses. The Purchasing Department received two bids in response to the Emulsion RFB#108-21. The bidders included; K-Tech Specialty Coatings, Ashley, Indiana, and Michigan Paving in Alma, Michigan. The Purchasing Team recommended that the emulsion bid be split between K-Tech Specialty Coatings (Chip Seal) and Michigan Paving (Durapatch Oil). CCRD will purchase durapatch oil from Michigan Paving and chip seal and fog seal from K-Tech Specialty Coatings. The split bid allows the CCRD to take advantage of the best quality products available from both companies.

All emulsion materials provided to the CCRD as a result of this contract award must meet the current ASTM standards. Material analysis is required with each delivery and the CCRD will perform random testing for verification. The emulsion is to be used in a variety of road maintenance activities including, cold patch pothole repairs, seal coating and spray patch asphalt repairs. The Road Department typically purchases a variety of emulsion materials based on the application or season of the year, which can be provided by the vendors upon approval of asphalt emulsion material recommendation as presented.

SUMMARY:
The Purchasing Department recommends the award of the asphalt emulsion contract to Michigan Paving and Asphalt K-Tech Specialty Coatings in an amount estimated at $700,000 annually for a two-year period. 

Fiscal Impact
BUDGETARY IMPACT:
The costs for the emulsion product is budgeted in the CCRD annual budget.

The current emulsion contract bids are approximately 10% lower based on the last contract pricing.
