|County Administration requests the approval of the Board of Commissioners for the recommendation to award a contract with PEA, to provide architectural, design, planning, and engineering services for Calhoun County Parks and Recreation from March 1, 2021, through December 31, 2025, on an as-needed basis as presented.
| On August 4th, 2020, Calhoun County voters approved a five-year county-wide parks millage. Millage funds are to be used to improve and expand Calhoun County Parks which currently includes Historic Bridge Park, Kimball Pines Park, Calhoun County Trail, Ott Preserve, Albion Township Park, and other undeveloped properties. The County is seeking a qualified firm to assist in various projects throughout the five years including, but not limited to, park acquisitions, park renovations, capital repairs, capital replacements, DNR grants, and construction. Furthermore, Calhoun County was awarded a 2020 MNRTF grant with a project total of $388,000. The selected firm will serve as the Prime Professional for the grant, assisting in design, planning, engineering, bidding, and construction administration.
Calhoun County Parks and Recreation sought firms that navigated the intersection of design, creativity, cost consciousness, and engineering expertise. Each year, the selected firm will consult on, and/or lead, multiple projects. Twelve architectural firms responded to RFQ #101-21 including; Abonmarche Consultants, LAP + Creative, Mannik & Smith Group, MCSA Group, O’Boyle, Cowell, Blalock & Associates, Prein and Newhof, Professional Engineering Associates (PEA), Progressive AE, SmithGroup, Spicer Group, Viridis Design Group, and Wightman & Associates.
After initial review, Prein and Newhof and PEA were selected for a shortlist of the most qualified firms to be considered further. The selection committee held virtual meetings with each firm to discuss their firm’s proposal. Each firm was asked about planning projects over the course of five-years, commutation, availability, and cost-saving potential for the county.
Upon final review, PEA was selected as the most qualified architectural firm based on their response to the RFQ. PEA Group is a full-service firm for site-related design, including landscape architecture, civil engineering, geotechnical engineering, land surveying, and ecological services. They have included C2AE as a subcontractor to provide architectural services and mechanical, electrical, and structural engineering services. PEA has substantial experience in DNR grants, including securing three separate grants within Calhoun County and is actively engaged in eight DNR-funded projects.
