Calhoun County Public Health Department COVID-19 SmartTracker Scheduling Software Agreement

RESOLUTION:
 Resolved, the Calhoun County Board of Commissioners does hereby ratify the approval by the County Administrator/Controller necessary under the Emergency Response Administrative Authority granted by the Board in March 2020 of the Calhoun County Public Health Department COVID-19 SmartTracker Scheduling Software Agreement as presented.
RECOMMENDATION:
 The Calhoun County Public Health Department (CCPHD) respectfully requests that the Board of Commissioners (BOC) ratify the approval of the purchase of SmartTracker, a COVID-19 scheduling software. The proposed contract has been reviewed and approved by Corporation Counsel and signed by the County Administrator/Controller so that it could be implemented before the March 18, 2021 Board of Commissioners meeting.
BACKGROUND:
 The Calhoun County Public Health Department has been scheduling COVID-19 vaccine clinics since December 2020. These long lists and calls have taken a significant amount of staff time, both CCPHD and from partner organizations, to maintain lists and schedule appointments.

After several demonstrations from various software companies, SmartTracker has been selected. This program will allow the CCPHD to place a link on our website for individuals to sign up for clinics and CCPHD staff to schedule from the software. We have ability to filter for the specific age groups within Phases to schedule in appropriate timelines as well. It also allows us to establish a link that we can send to organizations to schedule essential workers in various groups (i.e., Food and Agriculture workers).

As you will see, due to the rush to implement this software, Kelli Scott signed under her emergency administrative authority.
ALTERNATIVES:
The agreement has been approved and implemented and the Board is asked to ratify the agreement for the official record.
SUMMARY:
 The Calhoun County Public Health Department requests that the Board of Commissioners ratify approval of the SmartTracker Agreement as noted.

Fiscal Impact
BUDGETARY IMPACT:
The total purchase is covered through a combination of COVID-19 grants administered by MDHHS and awarded to the CCPHD for FY21.
