Resolved the Calhoun County Board of Commissioners does hereby approve the contract award to Premier Lawn and Snow for mowing of Treasurer-owned vacant properties awaiting the Property Tax Foreclosure auction as presented, and directs the Board Chairman to sign the agreement.
The Purchasing Department recommends Premier Lawn and Snow for contract award of the bid for Mowing & Property Services RFB#108-19, to provide routine mowing services & property maintenance, as requested, to the Calhoun County Treasurer for a one year term at an estimated cost of $30,000.
RFB#108-19 for Mowing & Property Services was issued March 22, 2019 for the provision of routine mowing & property maintenance services, such as weed trimming and removal, trash pick-up and removal, brush removal, and trimming of bushes and shrubs (as requested) under the supervision of the County Treasurer to County-owned vacant properties awaiting the public Property Tax Foreclosure auction in August. These properties are located throughout Calhoun County in Battle Creek, Marshall, Albion, and surrounding townships. The total number of properties remains to be determined for the 2019 property auction; however, a projection is 180 properties. In 2018, 122 properties were maintained while awaiting auction. The work is to be completed in accordance with Calhoun County specifications as provided in the bid document, as well as city & township property ordinances.

Three bidders provided a response to the bid solicitation for Mowing & Property Services on April 5, 2019 – Premier Lawn and Snow of Richland; Elysian Landscape & Flatwork of Jackson; and Justin’s Tidy Lawn of Charlotte. The evaluation committee comprised of Treasurer’s Office and Purchasing representatives considered bids based upon adherence to technical specifications, equipment and staffing, references, and pricing. The committee selected Premier Lawn and Snow as the lowest and most responsible bidder, based upon these criteria. In addition to prior favorable service to the Calhoun County Treasurer, they have also provided mowing services to Barry and Johnstown townships and are familiar with the maintenance requirements of vacant properties.

Premier is fully licensed and insured in the State of Michigan and possesses adequate personnel, equipment, and capacity to service Calhoun County. In addition to mowing the County’s group of properties on a 2-week rotation, they are also available to provide weed, brush, and trash removal from properties on a per job/per request basis.

The Purchasing Team recommends Premier Lawn and Snow for the award of mowing and property services per RFB#108-19, based upon their proposal response for an estimated $30,000 over a 1 year contract term.

Fiscal Impact
The budget required to fund the mowing & property services contract as recommended is available from the annual Property Tax Foreclosure auction proceeds.
