Pedestrian Road Crossing at Emmett Street and Raymond Road

RESOLUTION:
Resolved that the Calhoun County Board of Commissioners does hereby support the acceptance of an Iron Belle Trail (IBT) Challenge Grant to receive funding from the Michigan Department of Natural Resources for the installation of a safe pedestrian road crossing at the intersection of Emmett Street and Raymond Road along the IBT/Calhoun County Trailway in Emmett Township.
RECOMMENDATION:
It is the recommendation of the Calhoun County Road Department that the Board accept the grant funding.
BACKGROUND:
In cooperation with the City of Battle Creek and the Calhoun County Trailway Alliance, the Calhoun County Road Department submitted a grant application for the installation of a pedestrian crosswalk with pedestrian signals at the intersection of Emmett Street and Raymond Road.  Because this is a multi-jurisdictional intersection, this grant application was a joint effort between agencies to connect the biggest gap in the Iron Belle Trail between Historic Bridge Park and the Kalamazoo County Line, while also improving pedestrian safety in this area. 

In April 2019, the Calhoun County Road Department was awarded a grant from the Michigan Department of Natural Resources - Parks & Recreation Division for an amount not to exceed $10,000.  Matching funds not to exceed $10,000 will be provided by the Calhoun County Road Department to cover the remaining project costs.  The City of Battle Creek will be performing the work.
ALTERNATIVES:
The Board could choose not to approve this grant award at this time, ceasing any funds the Road Department would be able to receive to build the pedestrian crosswalk & signals at the Emmett Street and Raymond Road intersection.  If the project is not completed, pedestrian safety at this intersection will not be addressed and a major gap will remain in Calhoun County's portion of the Iron Belle Trail. 

Fiscal Impact

Matching funds not to exceed $10,000 will be provided by the Calhoun County Road Department to cover the remaining project costs.
