RESOLUTION:
Resolved that the Calhoun County Board of Commissioners does hereby approve the Michigan Department of Transportation Contract #19-5220, which includes tree removal and clearing work along various federal-aid routes countywide, and all together necessary related work, and authorizes the Board Chair and the County Administrator/Controller to sign the contract on behalf of Calhoun County.
RECOMMENDATION:
It is the Calhoun County Road Department's (CCRD) recommendation to approve Contract 19-5220 for Highway Safety Improvement Program (HSIP) & High Risk Rural Roads (HRRR) safety grants for tree removal and clearing work along the following roadways throughout the County, including:  East Ave from Morgan Rd to Baseline Rd, Oak Grove Rd from M Drive S to J Drive S, 13 Mile Rd from N Drive N to Bellevue Rd, 13 Mile Rd from F Drive S to L Drive S, 29 Mile Rd from Albion City Limits to J Drive N, and Condit Rd from F Drive S to M99.  It is the recommendation of the Road Department to approve MDOT Contract 19-5220.  Without board approval, the Road Department would lose the funding necessary to complete the tree removal and clearing along said mentioned roadways.
BACKGROUND:
The Calhoun County Road Department has been granted partial funding for tree removal and clearing along various sections of roads throughout the County as part of MDOT's Highway Safety Improvement Program (HSIP) & High Risk Rural Roads safety grant program.  The CCRD is responsible for providing a 10% match. The MDOT matching percentage is 90%;   The grand total estimated cost is $323,900.00, with federal funds being $291,500.00, and the match total from the Road Department being $32,400.00.
ALTERNATIVES:
The Board could choose not to approve this contract.  If the contract is not approved, the Road Department would not receive the safety grant funds and the tree removal and clearing projects would not be completed at this time.

Fiscal Impact
BUDGETARY IMPACT:
The grand total estimated cost is $323,900.00, with federal funds being $291,500.00 (90%), and the match total from the Road Department being $32,400.00 (10%) which is included in the 2019 approved budget.
