D Drive North Culvert Replacement in Emmett Township

It is resolved that the Calhoun County Board of Commissioners approve the local road agreement for the D Drive North Culvert Replacement project in Emmett Township to replace the failed culvert. This section of roadway has been closed since June 2018 due to unsafe conditions related to the failed culvert.
It is the recommendation of the Road Department to approve this local road agreement so that the culvert can be replaced and the roadway can be reopened to traffic.
Calhoun County is authorized to use money distributed from the Michigan Transportation Fund to participate in local road construction by Public Act 51 of 1951 (MCL 247.662 (15)), which states, "Michigan Transportation Funds may be expended for construction purposes on Local Roads only to the extent matched money from other sources.
The Board of Commissioners could not approve the Local Road Agreement, which would result in the cancellation of the replacement of the culvert and the road continuing to be closed to traffic.
Per County Policy 509, Emmett Township is responsible for 50% of the cost of the replacement of the D Drive N culvert and the Calhoun County Road Department will be responsible for the other 50%. The current estimated cost of this project, including project design & administrative fees, is $600,000. Total amount is included in the approved 2019 CCRD budget.
