Amendment of the Allocation of Demolition Funds to the Calhoun County Land Bank Authority

RESOLUTION:
Resolved, that the Calhoun County Board of Commissioners does approve an Amended Exhibit A listing the authorized appropriations made to the Calhoun County Land Bank Authority from the designated reserve account established by the County Treasurer within the Delinquent Tax Revolving Fund, and authorizes the County Treasurer to make the transfers in Amended Exhibit A, pursuant to Resolution 70-2018, approved on May 3, 2018.
RECOMMENDATION:
The Calhoun County Land Bank and the Treasurer recommends that the Board of Commissioners approve the proposed AMENDED EXHIBIT A, and authorize the Treasurer to appropriate funds to the Calhoun County Land Bank Authority for completion of these eight additionally identified projects.

A copy of the proposed Amended Exhibit A is attached for your consideration. Also attached is the original approved Resolutiuon 70-2013, and a copy of the May 3, 2018, Agenda Item recomending approval of that resolution.
BACKGROUND:
On May 3, 2018, by Resolution 70-2018, the Board of Commissioners authorized the County Treasurer to set up a reserve fund within the Delinquent Tax Revolving Fund designated for the Calhoun County Land Bank Authority to complete 23 specifically identified demolition and blight elimination projects within Calhoun County.

Since approval of Resolution 70-2018, changes in circumstances have resulted in certain projects being over or under the projected budget.  Also, certain projects that were thought to be ineligible for funding through the grant were ultimately deemed eligible by the State and much of those project costs were covered by the grant.  Other projects, such as the 410 East Drive (Golden Rule/State Farm) demolition cost much less than anticipated, due to a very competitive bidding environment and availability of other funds.

Attached Amended Exhibit A shows all of the original 23 approved projects, along with the amount of the Treasurer's DTRF Reserve Fund projected as needed (2018 BOC AGMT), compared to the amount actually used (TR ACTUAL USED), along with any overage spent or unused remaining appropriation on that specific project. (REMAINDER/DIFFERENCE).

This leaves a currently unused total of $188,611.84, out of the total $640,042.00 original appropriation that is available for allocation to cover cost over runs on already approved projects and to reallocate funds to other similarly worthy projects. These projects are listed on page 2 of AMENDED EXHIBIT A. It should be noted that project 31 is the demolition of 501 N Berrien Street, in Abion, the site of the former Union Steel Foundary, which has been owned by the Land Bank since 2014. While it is not expected that this appropriation will cover the entire demolition cost, it will likely make grant funders more willing to participate in a project, or provide the money to fund a local match.

The Land Bank and the Treasurer ask the Board of Commissioners to approve the proposed AMENDED EXHIBIT A, and authorize the Treasurer to appropriate funds to the Calhoun County Land Bank Authority for completion of these eight additionally identified projects.
ALTERNATIVES:
As suggested by the Commission. Without approval of this resolution, it is unlikely that these projects will be completed any time soon.
SUMMARY:
The Land Bank and the Treasurer ask the Board of Commissioners to approve the proposed AMENDED EXHIBIT A, and authorize the Treasurer to appropriate funds to the Calhoun County Land Bank Authority for completion of these eight additionally identified projects.

Fiscal Impact
BUDGETARY IMPACT:
None anticipated. The proposed resolution reallocates excess funds already appropriated to the DTRF Land Bank reserve fund to other previously approved projects and to new projects as described in the narrative and in AMENDED EXHIBIT A.
