RECOMMENDATION:

BACKGROUND:
As mentioned to the Board previously, County administration has been working on updating old policies.  This next set coming to the board for review all stem from the Facilities Use policy, which has been updated accordingly, and the red-lined version is attached to the agenda for review.  The additional three policies, cross-referenced in the revised Facilities Use Policy, are as follows:

Policy 327 (renumbered 212) - Controlled Substances/Alcohol Prohibition:  This policy was last updated in 1990 and now includes added prohibitions related to smoking and tobacco use in accordance with Michigan Law and Calhoun County Public Health Department regulations.  Due to the length of time since the last update, this policy was completely re-written and the current policy can be found on the County website if review is needed.  The new policy sets the work rules, testing procedures, as well as penalties for non-compliance.  The County also supports and provides programs for employees who need assistance with drug, alcohol, and smoking cessation issues. 

Policy 211 - Animals in the Workplace and Public Spaces:  This is a new policy to address recommendations from the County's insurance provider, MMRMA, as well as growing complaints from employees related to allergies, cleanliness of facilities related to animals, and fear/discomfort with animals in the workplace.  In accordance with the Americans with Disabilities Act, the County welcomes the use of service animals to assist those with disabilities, as well as other animals that provide a County public service (i.e. therapy animals used for advocacy for crime victims and/or K9 dogs used by law enforcement).   All other animals are prohibited and rare exceptions to the policy can only be approved by the County Administrator/Controller (with Chief Judge in connection with the courts).

Policy 213 - Lawful Firearms:  This is a new policy that was requested by our union leadership to clarify for employees what is "lawful" and does not change current practice or policies that already relate to the lawful use of firearms or weapons.   Since the County has multiple facilities with varying rules/restrictions, it becomes a bit complicated sometimes for folks to know what is lawful; this policy simply addresses those questions and provides for a notification and complaint/violation process.

These policies have gone through multiple rounds of review since the beginning of the year.  After drafting and review by the Executive team, they were sent out to Department Heads/Elected Officials and union leadership.  Several rounds of changes and review occurred through that process, and most suggestions were incorporated.  For those comments not included, once explanation of the rationale was given, there were no additional comments or concerns presented.  At this time, we respectfully request board approval as well.
