Calhoun County Public Health Department School Wellness Program Staffing FTE Increase
The Calhoun County Public Health Department (CCPHD) respectfully requests that the Board of Commissioners (BOC) approve the FTE increase from 5.43 to 6.49 in the School Wellness Program.
The CCPHD currently operates the Acuity Model of Care School Wellness Program (SWP) in three districts: Battle Creek Public (BCPS), Harper Creek Community (HCCS), and Lakeview School District (LSD).

The Battle Creek Public School District currently operates with the care management model and four full-time school nurses in four elementary schools. They have requested one additional part-time (.41) for Fremont and have agreed to pay the full-cost of this position ($23,474.41).

Lakeview School District’s Prairieview Elementary demonstrated a high need for the care management model implementation which requires a full-time school nurse five days per week. As a result, the District requested an increase in Prairieview school nursing from .16 (one day) to .81 (five days per week). The LSD agreed to increase their contract by $10,000 ($100,000 total) and a grant from the Battle Creek Community Foundation ($10,000) funding was also designated specifically for the LSD full-time Prairieview nurse position.

Submitting this request now provides opportunity for the school nurse to start at the beginning of the 2019-2020 school year and for the CCPHD to fulfill the school contracts. The CCPHD will post the vacant .41 FTE position in hopes to fill no later than mid-September for the BCPS. The LSD increase will be fulfilled with a current part-time LSD-assigned school nurse.

The Board of Commissioners can either approve or deny this request.
The Calhoun County Public Health Department requests that the Board of Commissioners approve the staffing changes as noted.

Fiscal Impact
The FY19 School Nurse personnel budget for a total of 5.43 school nurses was approved at $317,350. By increasing the school nurse FTE from 5.43 to 6.49 FTE, there will be an additional expense of $47,912. Of this, $43,475 will be funded, as noted above, by the BCPS, LSD, and Battle Creek Community Foundation. The net FY19 expenditure impact is only an increase of $5,704 for five weeks until the new fiscal year starting October 1. FY20. Expenses and revenues will be included in the FY20 budget.
