Laboratory Water Testing Award

Resolved the Calhoun County Board of Commissioners does hereby approve a one year contract with the option for 5 one year extensions, with Alliance Analytical Laboratories, Inc. to provide laboratory water testing services to the Calhoun County Public Health Department, Environmental division as presented.
County Administration requests approval by the Board of Commissioners for the award of a contract with Alliance Analytical Laboratories, to provide laboratory water testing services as referred by the Environmental division of the Calhoun County Public Health Department for an annual amount estimated at $25,000.
The Calhoun County Purchasing Department issued RFB#110-19 on June 12, 2019 at the request of the Environmental Health division of the CCPHD, seeking qualified providers of laboratory testing and analysis of water samples collected by Environmental Health sanitarians from locations within Calhoun County. The laboratory formerly servicing EH has closed the Kalamazoo location that processed their samples.

One bid was received in response to the County’s solicitation from Alliance Analytical Laboratories, Inc. of Coopersville, MI. Their bid submission was evaluated by the Purchasing Department, as well as the Environmental Health Manager.

Alliance Laboratories has been in business for 22 years and possesses the required licensing, accreditation, and insurances to provide the required water testing services for the County. Alliance is approved by the EPA for raw and drinking water analyses, as well as being certified by the MDEQ to perform drinking water analysis for the State of Michigan. Their technical qualifications are approved by the Michigan Department of Health & Human Services (MDHHS). Water samples will be collected by EH sanitarians in containers provided by Alliance and test results are available to the County within 24 hours, and STAT, if necessary. Once Alliance receives the water sample via their courier, employing “chain of custody” documentation, the sample is transported and retained in their controlled specimen storage until testing. Their testing methodology and quality assurance program meets requirements of the County’s Environmental Health division. The results of Alliance testing are entered into the Laboratory Internet Management System (LIMS) to be accessed by EH.

Alliance Analytical Laboratories employs sufficient staff to process samples from transport to testing. Their lab staff remains up to date through proficiency tests and internal training.
The efficiency of their courier services will increase collection of samples from EH from 3 days a week to 4 days. The proposed pricing by Alliance is in-line with the State of Michigan drinking water laboratory fee schedule.
The Purchasing Department jointly with Environmental Health management recommends Alliance Analytical Laboratories, Inc. the contract to provide laboratory water testing to the CCPHD, Environmental division, in the annual estimated amount $25,000.

Fiscal Impact
The funding necessary for laboratory water testing as recommended is available in the CCPHD, Environmental division operating budgets.
