Albion Trailhead Development Grant Agreement

RESOLUTION:
Be it Resolved, that the Calhoun County Board of Commissioners does approve the grant agreement between Calhoun County and the Michigan Department of Natural Resources as presented and authorize the Administrator/Controller to sign all necessary documents.  


RESOLVED, that the Calhoun County Board of Commissioners does hereby accept the terms of the Agreement as received from the Michigan Department of Natural Resources (DEPARTMENT), and that the Calhoun County Board of Commissioners does hereby specifically agree, but not by way of limitation, as follows:
  1. To appropriate all funds necessary to complete the project during the project period and to provide $106,000 dollars to match the grant authorized by the DEPARTMENT
  2. To maintain satisfactory financial accounts, documents, and records to make them available to the DEPARTMENT for auditing at reasonable times
  3. To construct the project and provide such funds, services, and materials as may be necessary to satisfy the terms of said Agreement.
  4. To regulate the use of the facility constructed and reserved under this Agreement to assure the use thereof by the public on equal and reasonable terms
  5. To comply with any and all terms of said Agreement including all terms not specifically set forth in this Resolution
RECOMMENDATION:
The Office of Community Development recommends approval by the Calhoun County Board of Commissioners the grant agreement between Calhoun County and the Michigan Department of Natural Resources and requests the County Administrator/Controller to sign all necessary documents.    
BACKGROUND:
In November 2019, the Calhoun County Board of Commissioners acquired 65 acres in Albion Township with plans to develop a trailhead to provide community access to three major regional trails – the Iron Belle Trail, the Great Lake-to-Lake Trail, and the National Scenic North Country Trail. The property was purchased with monies from the Michigan Natural Resource Trust Fund (MNRTF) and the Iron Belle Trail Fund.

While in the process of acquiring the property, the Calhoun County Board of Commissioners approved a grant application requesting funds from the MNRTF to develop the property.   In December 2019, Calhoun County was notified that the project had been selected for funding.  The project budget totals $406,000 and includes $300,000 from the MNRTF and $106,000 from local sources.
 
The property is a mixed-use parcel featuring some cropland and some forested areas and includes a residence and mobile home (both vacant). The development grant includes:
  • demo of all existing structures on the property
  • construction of approximately ¾ of a mile of paved trailway to extend the existing Iron Belle Trail to the trailhead area (this development project does not include any additional trail construction beyond the acquired property)
  • development of a parking area with benches and informational signage
  • site restoration of the remaining acreage into native, low maintenance habitat with potential for mowed trails once established

Fiscal Impact
BUDGETARY IMPACT:
At the time of the grant application, match funds for this project were secured from Albion College and a special appropriation through the Michigan Department of Agriculture and Rural Development (MDARD). Unfortunately, due to budget cuts in response to COVID-19, the MDARD appropriation was rescinded. This results in a shortfall of approximately $40,000 which will be covered with funding from the newly approved parks millage or through amendments to the overall project budget. This project will have no impact on the county general fund.
