Supplemental Senior Millage funding of $80,000 for Community Action's Senior Minor Home Repair

Be it Resolved, that the Calhoun County Board of Commissioners, does hereby approve supplemental funding of $80,000.00 from unspent Senior Millage contractual spending for Community Action's Minor Home Repair program based on a waiting list for home repairs from low-income older adult homeowners who cannot otherwise afford such repairs, and authorize the Board Chair to sign the contract amendment for this funding.
County Administration recommends approval of this supplemental funding which reallocates Fiscal Year 2020 Senior Millage contractual spending. The Senior Millage Allocation Committee (SMAC) approved the recommendation of this supplemental funding at its August 7, 2020 meeting. Community Action has 20 older adults on a waiting list for Minor Home Repair services and on an average receives five request for emergency assistance each month. This adds to the original contract amount of $150,000.00 and a May 21, 2020 supplement of $54,000 to fund repairs of up to $3,500 for each qualifying older adult homeowner.
As part of Senior Millage's mid-year review of spending, vendors were asked about spending year to date and if any funds could be released to other program’s use because of services being suspended in March, April and May. The Foundation Clinic offered to release $50,000 from the Dental Program because of the closure and the delay in community dentists being able to serve Senior Millage recipients. Marian E. Burch Adult Day Care continues to be closed and does not have an opening date, they agreed to release $40,000 to $60,000 of their 2020 funding. This is the funding that is being proposed to be reallocated for this supplemental funding request.
Senior Millage was reauthorized for another ten years on the August 4, 2020 ballot with 82% approval rating. Senior Millage raises approximately $2.7 million each year in tax dollars for services to older adults, age 60 and over.
This funding will allow Community Action to continue to provide Minor Home Repair to help older adults remain in their own homes by replacing water heaters and furnace, and fixing other emergency items,
