Calhoun County Public Health Department School Wellness Program Staffing FTE Increase

RESOLUTION:
Resolved the Board of Commissioners does hereby approve an increase to the Health Department Authorized Staffing Allocation Report to include adding an additional part-time nurse and increasing an existing part-time nurse to full-time, along with any necessary budget adjustments.

BACKGROUND:
The CCPHD currently operates the Acuity Model of Care School Wellness Program (SWP) in three districts: Battle Creek Public (BCPS), Harper Creek Community (HCCS), and Lakeview School District (LSD).

The Battle Creek Public District operates with the care management model and four and a half (4.5) full-time school nurses in four elementary schools. They have requested that the half-time nurse be increased to full-time and one additional part-time (.41). They have agreed to pay the full-cost of this increase in school nursing for a total contract of $229,869.99.

Lakeview School District’s Minges Brook Elementary demonstrated a need for the care management model implementation which requires a full-time school nurse five days per week resulting in an increase in school nursing from 2.03 to 2.43. LSD also requested two full-time Program Technicians (1.62 FTE) to assist nursing staff. The District requested and agreed to increase their contract by $130,817.80 (i.e., half of the total SN and full cost of the two program technicians). (NOTE: LSD originally requested two nurses, decreasing their half-time from last school year. However, since the original contract was signed, they requested an increase of one additional full-time nurse.) In addition, a grant from the Miller Foundation ($50,000) funding was also designated specifically for the Harper Creek and Lakeview nursing positions.

Submitting this request now provides opportunity for the school nurse and program technicians to be recruited for the 2020-2021 school year and for the CCPHD to fulfill the SWP contracts. The CCPHD will process the FTE increase (existing Fremont Elementary nurse) and post the vacant positions in hopes to fill no later than mid-September.

The Calhoun County Public Health Department requests that the Board of Commissioners approve the staffing changes as noted.

Fiscal Impact
BUDGETARY IMPACT:
By increasing the SWP FTE from 6.49 to 9.72 FTE, there will be an additional expense of $294,664.08. Of this, $261,639.66 will be funded by the BCPS and LSD. The $50,000 Miller Foundation grant award will be applied specifically to the Harper Creek and Lakeview SWP costs, including the other half ($33,025) of LSD’s additional nurse.
