RESOLUTION:
Resolved the Calhoun County Board of Commissioners does hereby approve a two year contract with Dornbos Sign, Inc. for road signs and posts as presented.
RECOMMENDATION:
County Administration recommends a two year contract with Dornbos Sign, Inc. to provide the Calhoun County Road Department (CCRD) and the Jackson County Department of Transportation (JCDOT) with road signs and posts in a contract amount estimated at $252,000.
BACKGROUND:
The County Purchasing Department collaborated with the Calhoun/Jackson Purchasing Team to develop bid specification for the issuance of a bid for road signs and posts for installation on County roads by the two Road Departments. In 2018, the CCRD expended approximately $56,000 for signs and posts while the JCDOT spent $70,000. The intent is for the Road Department to order signs and posts as needed. The length of the proposed contract will be for up to a two year period, from the date of award.

The formal bid RFB#112J-19 was issued and four bids were received as a result of the solicitation including; Rathco Safety Supply Inc.; (Portage, MI), MD Solutions (Plain City, OH); Lightle Enterprises of Ohio, (Frankfort,OH) and Dornbos Signs, Inc.; (Charlotte, MI). Bids were evaluated by a Purchasing Team representing CCRD and JCDOT. As a result of the evaluation process, Dornbos was selected as the lowest and most responsible bidder. Dornbos has provided road signs and posts to both Calhoun County and Jackson County for several years.
ALTERNATIVES:
The County Road Departments are required to maintain and replace, when necessary, road signs along County roads.
SUMMARY:
County Administration recommends the approval of a two year contract with Dornbos to provide road signs and posts to the Calhoun County Road Department and Jackson County Department of Transportation in the amount estimated at $126,000 per year as presented.

Fiscal Impact
BUDGETARY IMPACT:
Road signs and posts are budgeted in the County Road Department budgets at levels sufficient to support the recommendation as presented.
