Approval of a Remonumentation Peer Group Contract - Ryan Miller, PS

RESOLUTION:
Resolved, that the Calhoun County Board of Commissioners does approve a Survey and Remonumentation Program Surveyor Agreement, for the balance of 2020, for Ryan W. Miller, PS to carry out the 2020 Survey and Remonumentation Grant, as presented, subject to minor modifications acceptable to the Administrator Controller and Corporation Counsel. 
RECOMMENDATION:
County Administration and the Community Development Department recommend approval of the resolution as presented.
BACKGROUND:
On February 20, 2020, the Calhoun County Board of Commissioners approved the appointment of the County Representative and the Professional Surveyor Peer Group, to carry out the statutory remonumentation process to identify survey corners within Calhoun County. This process is funded by a State of Michigan grant and local contributions through a portion of the fees paid to record land transfer documents. Sadly, Robert R. Carr, the long time County Representative who coordinated the Remonumentation process and also acted as Peer Group surveyor, passed away on June 7, 2020. 

On recommendation by the Community Development Department the Board of Commission appointed Mike Pratt as the replacement for Mr. Carr as County Representative. This contract appoints Ryan W. Miller, PS, an employee of Carr and Associates, LLC and a Professional Surveyor in his own right, as a member of the Peer Group, to carry on the work that was assigned to Mr. Carr.  
ALTERNATIVES:
As suggested by the Commission. The work still needs to be performed, as required by the grant. Appointment of Mr. Miller is necessary to assure timely completion of this years work.
SUMMARY:
County Administration and the Community Development Department recommend approval of the resolution to appoint Ryan W, Miller as a member of the Surveyor Peer Group and to enter into a Survey and Remonumentation Program Surveyor Agreement, for the balance of 2020, to carry out the 2020 Survey and Remonumentation Grant.

BUDGETARY IMPACT:
None. This contract is funded by currently budgeted funds.
