Approval of the Juanita Hydrology Project Construction Contract

RESOLUTION:
Resolved, that the Calhoun County Board of Commissioners does approve a construction contract with Hunter Prell to perform the Juanita Hydrology Restoration Project, as presented, and to authorize the County Administrator Controller to sign all necessary documents to complete the project and issue notice of commencement as recommended by the County Road Department.
RECOMMENDATION:
County Administration and CEI professional engineers, the firm approved by Big Marsh Inter County Drain Board to design the project, recommend approval of the resolution. Two sealed bids were received, and opened in a public bid opening, with Hunter Prell being the low bidder at $99,762.00, compared to a $175,796.50 competing bid. Due to the disparity in the bids, CEI conducted a review of the successful bid, verified its completeness, and confirmed Hunter Prell's ability to complete the job specifications. The recommendation of CEI principal, Randy Ramsey, is attached to this item for your consideration.  
BACKGROUND:
By an agreement dating back to 2014, between the City of Battle Creek, Emmett Township, and Calhoun County, the County is obligated to perform certain work in the Big Marsh Drain, in the area of Juanita Drive within the Crestbrook Subdivision, in Emmett Township. The project was designed to minimize a chronic flooding problem in the area that is created by the flow of Minges Brook as it crosses under Juanita Drive. The current flow of Minges Brook is impacted by an old railroad bed that acts at times like a dam, detaining water that accumulates during heavy rain events. When the water eventually overflows this area, it is too much for the existing culvert to handle the flow, creating upstream flooding that expands into the homes in the Crestbrook Subdivision. The plan is to replace the undersized culvert with an open cut culvert that will substantially reduce the tendency to detain water and allow for a more natural flow of Minges Brook through the subdivision.

Unfortunately, the need to leave an open cut in Juanita Drive requires the creation of a T-turnaround and a cul-de-sac, in the area where the existing culvert crosses under Juanita, which will no longer be a through street. Other than a very small portion of property necessary to create the new cul-de-sac in the North-South portion of Juanita, all of the proposed work will occur within the existing County road right of way. Access easements have been obtained to commence construction.
ALTERNATIVES:
As suggested by the Commission. Since the County is contractually obligated to complete this project, rejection of the resolution would delay the project at least one more construction season, and might result in future bids that are more than currently budgeted for the project.
SUMMARY:
It is recommended that the Calhoun County Board of Commissioners approve the construction contract with Hunter Prell to perform the Juanita Hydrology Restoration Project.

Fiscal Impact
BUDGETARY IMPACT:
The project is budgeted for construction in 2020, in the Drain Appropriations expense budget. The amount of the bid is less than the budgeted amount. It is also anticipated that the budget will have adequate funds for construction management and inspection.
