RFB#122-20 Chip Seal Slag Award

Resolved the Calhoun County Board of Commissioners does hereby approve the one-year contract with Yellow Rose Transport to provide 34-CS slag aggregate material to the Calhoun County Road Department, in an amount estimated at $199,000 and authorizing the County Administrator/Controller to sign the contract on behalf of the County.
The Calhoun County Road Department Purchasing Team requests the approval of the Calhoun County Board of Commissioners for the award of a one-year contract, to Yellow Rose Transport, to provide 34-CS slag aggregate material to the Calhoun County Road Department for an annual amount estimated at $199,000.
The Calhoun County Purchasing Department collaborated with the Calhoun County Road Department (CCRD) to develop bid specifications designed to provide the delivery or pickup of 34-CS slag aggregate material to be used in the chip sealing process utilized in the maintenance of roads throughout Calhoun County. Bids were requested for slag material that is either delivered by the supplier or picked up by the road departments. An alternate product of CS-2 trap rock was also requested, as an optional product to trial.
A formal bid RFB#122-20 for slag material was issued on November 6, 2020, seeking qualified contractors to provide slag material for delivery or pickup. One vendor responded to the solicitation with a bid: Yellow Rose Transport (Grandville, MI).
The Purchasing Team composed of CCRD staff reviewed the proposal of Yellow Rose Transport and as a result of the evaluation, Yellow Rose was determined to have met specifications and requirements of the RFB and is qualified to provide slag material to the CCRD. Favorable prior experience with Yellow Rose was also a determining factor in their decision to award to them.
The Purchasing Team for the CCRD recommends Yellow Rose Transport, for a contract to provide slag aggregate material in the annual amount estimated at $199,000.
The price per ton of aggregate has increased nearly 21% per ton over that of last year; however, the funding for the estimated $199,000 necessary to purchase slag aggregate material as recommended is available in the CCRD operating budget and local road project contracts.
