Prisoner Lodging - City of Westland

Resolved, that the Calhoun County Board of Commissioners does approve the Agreement between the City of Westland, the Calhoun County Sheriff, and the Calhoun County Board of Commissioners for Prisoner Transport and Lodging, as presented, and does ratify the Sheriff's signature as mutually binding upon both Calhoun County and the Calhoun County Sheriff.
The Sheriff's Office recommends the County Board of Commissioners accept the Bid Award, authorize the Agreement with the City of Westland, and ratify the signature of the Sheriff as mutually binding upon the County. The Agreement has been reviewed and approved by the County Corporation Counsel.
The City of Westland required a facility prior to the date of the current meeting of the Board of Commissioners. As a result, the Sheriff has signed the agreement and has accepted boarders subject to the Board's final approval and ratification, as requested.
Since 1995 the Sheriff's Office has boarded out-of-county inmates to help offset the cost of law enforcement for Calhoun County citizens, including boarding inmates from cities located in metro Detroit. The Sheriff's Office recently responded to the City of Westland's bid for prisoner transport and lodging and was awarded the bid. Our response to the the City's RFP, and the resulting Agreement that the Sheriff is now asking the Board of Commissioners to both approve and ratify, is similar to agreements currently in place with the cities of Livonia and Dearborn.
The daily rates are per bed and increase as follows over the three years the Agreement will remain in effect:
Year one - $52.30
Year two - $54.53
Year three -$55.89
As suggested by the Commission.
The Calhoun County Sheriff recommends that the Calhoun County Board of Commissioners approve the Agreement between the City of Westland, the Calhoun County Sheriff, and the Calhoun County Board of Commissioners for Prisoner Transport and Lodging, as presented, and ratify the Sheriff's signature as mutually binding upon both Calhoun County and the Calhoun County Sheriff.
Any boarder revenue generated from the Westland Contract will be an increase to current budgeted jail boarding revenues in the General Fund which helps to offset existing operations in the Jail.
