Approval of Resolution to Seek an MDOT TED Grant for Morgan Road (O Drive North)

RESOLUTION:
Resolved that the Calhoun County Board of Commissioners does hereby support the improvement of Morgan Rd. (O Drive N) from North Ave. to M-66, and will seek funding assistance for said improvements through the Michigan Department of Transportation’s Transportation Economic Development (TED) Fund Category F Grant Program.  This project shall be committed for construction within the 2023 fiscal year. 
RECOMMENDATION:
It is the recommendation of the Road Department that the Calhoun County Board of Commissioners approve the Resolution supporting the improvement of Morgan Rd. (O Drive N) from North Ave. to M-66, which is a requirement in order to be considered for the  grant funding by the Michigan Department of Transportation.
BACKGROUND:
The Calhoun County Road Department intends to perform a federal aid road project on Morgan Rd. between North Ave. & M-66 in 2023. In order to have sufficient funds to complete the improvements to this roadway, the Road Department is applying for a TED Category F grant to supplement the federal aid funds and local matching dollars.  This roadway is eligible for federal and/or state funding and it meets the criteria for the Michigan Department of Transportation’s (MDOT) Transportation Economic Development (TED) Fund Category F grant.  Morgan Road is a major route across the northern part of Calhoun County and provides a vital all-season connector through Bedford & Pennfield Townships, which are part of the Battle Creek Metro Area. 
ALTERNATIVES:
The Board of Commissioners could choose not to support this resolution. This would result in this project not being eligible for the grant selection process.
SUMMARY:
The Road Department recommends that  the Calhoun County Board of Commissioners approve a resolution supporting the improvement of Morgan Rd. (O Drive N) from North Ave. to M-66, so the Road Department can seek funding assistance to finance  said improvements through the Michigan Department of Transportation’s Transportation Economic Development (TED) Fund Category F Grant Program, to fund the local match for a federal grant project. This project shall be committed for construction within the 2023 fiscal year.
