RESOLUTION:
Resolved the Calhoun County Board of Commissioners does hereby approve the contract with Professional Engineering Associates (PEA), to provide professional services for the Kimball Pines Park Renovation Grant, as presented.
RECOMMENDATION:
The Office of Community Development recommends that the Board of Commissioners approve the contract with PEA, to provide architectural, design, planning, and engineering services for Kimball Pines Park Renovation Grant through Michigan Natural Resources, as presented. 
BACKGROUND:
In March of 2021, PEA Group was awarded a five-year contract with Calhoun County Parks and Recreation to provide architectural, design, planning, and engineering services. This contract outlines a specific scope of work within that contract.

Calhoun County was awarded an MNRTF Grant for improvements to Kimball Pines Park in Emmett Township. The grant includes the development of a new entrance drive from Michigan Avenue, renovation of the existing restroom to create single occupancy restrooms that are universally accessible, two new parking areas, a new section of pathway to create a ¾ mile loop within the park, and native landscape restoration. The attached contract includes the following scope of services: GIS base map, surveying, design development, geotechnical investigation, construction drawings, site plan approval, permitting, bidding, and construction administration.

Fiscal Impact
BUDGETARY IMPACT:
Calhoun County was awarded a $193,400 grant from DNR and is providing $194,600 in local matching funds (from a variety of sources) to renovate Kimball Pines Park. This contract and scope of work is for $52,000 of planning and engineering services towards the Kimball Pines Michigan Natural Resources Trust Fund Grant. DNR allows up to 15% to be spent on planning and engineering costs and this contract falls within that threshold at 13.4%.

This project has no impact to the county general fund budget.
