Project Agreement for Kimball Pines Development Grant

RESOLUTION:
Resolved, that the Calhoun County Board of Commissioners does hereby approve the grant agreement between Calhoun County and the Michigan Department of Natural Resources as presented and authorize the County Administrator/Controller to sign all necessary documents.

Be it Further Resolved, that the Board of Commissioners of Calhoun County, Michigan, does hereby accept the terms of the Agreement as received from the Michigan Department of Natural Resources (DEPARTMENT), and that the Board of Commissioners does hereby specifically agree, but not by way of limitation, as follows:
1. To appropriate all funds necessary to complete the project during the project period and to provide $194,600.00 to match the grant authorized by the DEPARTMENT.
 2. To maintain satisfactory financial accounts, documents, and records and make them available to the DEPARTMENT for auditing at reasonable times.
3. To construct the project and provide such funds, services, and materials as may be necessary to satisfy the terms of said Agreement.
4. To regulate the use of the facility constructed and reserved under this Agreement to assure the use thereof by the public on equal and reasonable terms.
5. To comply with any and all terms of said Agreement including all terms not specifically set forth in the foregoing portions of this Resolution.”
RECOMMENDATION:
The Calhoun County Parks and Recreation Commission and Office of Community Development recommend the Board of Commissioners accept the terms of the Agreement as received from the Michigan Department of Natural Resources.  
BACKGROUND:
In March of 2020, the Calhoun County Board of Commissioners approved a grant application to the Michigan Natural Resources Trust Fund for a development project to renovate Kimball Pines Park.  This project has been selected for funding by the Michigan Department of Natural Resources and will be implemented over the next two years.  The $388,000 grant project will include tasks such as: habitat restoration, paved trail, tree plantings, ADA restroom renovations, new roofing, parking improvements and a new entrance.   

In 2011, Kimball Pines Park suffered major storm damage that toppled most of the trees which led to the invasion of the European Spruce Bark Beetle.  The beetle had ample breeding ground in the downed trees and destroyed most of the surviving trees.  Since then, Kimball Pines has been an unused park that has attracted vandalism and illicit activities.  This project will start the long-awaited process of renovating the park to be enjoyed by the community.     
SUMMARY:
The Calhoun County Parks and Recreation Commission and Office of Community Development recommend the Board of Commissioners accept the terms of the Agreement as received from the Michigan Department of Natural Resources.  

Fiscal Impact
BUDGETARY IMPACT:
The County will supply a 50% match totaling $194,600.00. The match amount significantly increased the county’s grant scoring and was a determining factor in receiving the grant.

The 50% match is being funded through the following sources:
$36,279 of insurance money, received after the 2011 storm that devastated Kimball Pines,
$3,340 from a grant from ITC Holdings Company received for tree plantings,
$20,000 from the Kimball Pines Capital Improvement Project,
$10,000 from a grant from the solid waste department for recycled site furnishing and recycling bins,
Approximately $20,000 remaining from a pavilion grant from the Calhoun County Visitors Bureau for accessible pathways and site furnishings, and
$105,000 from the newly approved Calhoun County Parks Millage.
