Revisions to the Standing Rules of the Board of Commissioners

Resolved that the Calhoun County Board of Commissioners revises its Standing Board Rules by deleting Rule 11 and readopting the remaining Rules in their entirety, as presented.
It is recommended by County Administration and the Corporation Counsel that the Resolution be adopted as presented, should the item proposing Policy 110 Board and Committee Appointments be adopted.
A clean copy of the readopted rules and a redlined copy showing the change to Rule 11 are enclosed for the Commission's review.
Existing Standing Rules of the Board of Commission address the Committee appointment process in Rule 11. Proposed Policy 110 addresses this issue in a more comprehensive manner. If Policy 110 is approved Rule 11 would be inconsistent with that Policy. Deletion of Rule 11 is therefore necessary to resolve this conflict, should the Board also approved Policy 110. In a parliamentary sense there is no difference between the status of a Board Standing Rule or a County Policy with respect to the proceedings of a Commission meeting. Regardless, the proposed revised rules contains a reference to Policy 110 and its applicability to the Commission and the manner of conducting meetings.
