Prisoner Lodging - City of Livonia

Resolved, that the Calhoun County Board of Commissioners does approve the agreement between the City of Livonia, the Calhoun County Sheriff, and the Calhoun County Board of Commissioners for Prisoner Transport and Lodging, and authorizes the COunty Administrator to sign any Agreement necessary to place the Agreement in effect..
The Sheriff's Office recommends the County Board of Commissioners accept the bid award, and authorize the agreement with the City of Livonia.
Since 1995 the Sheriff's Office has boarded out-of-county inmates to help offset the cost of law enforcement for Calhoun County citizens, including boarding inmates from cities located in metro Detroit. The Sheriff's Office recently responded to the City of Livonia's bid for prisoner transport and lodging and was awarded the bid. Our response to the the City's RFP, and the resulting agreement that the Sheriff is now asking the Board of Commissioners to both approve and ratify, is virtually unchanged, other than price, from the agreement from the 2018, and is similar to agreements currently in place with the cities of Westland and Dearborn.
The rate is increasing from $49.75 to $53.20 year - 1, $54.53 - year 2, $55.89 - year 3, and $57.29 - year 4.
We have been housing inmates for Livonia since 2014.
The daily rate increase is $3.45 per day, a 7% increase over the prior contract. Jail bed revenue, including revenue from the City of Livonia agreement, is in the adopted 2021 Jail budget within the General Fund.
