Albion & Leroy Local Road Projects - Bedford Primary Road Projects

Resolved that the Calhoun County Board of Commissioners does hereby ratify the signed agreements for Albion and Leroy Townships local road agreements, and Bedford Townships primary road agreements, as presented.
It is the recommendation of the Road Department to ratify the following local and primary road agreements (see attached list) that outline which projects each participating township wants to complete and cost share in Fiscal Year 2021.
Calhoun County is authorized to use money distributed from the Michigan Transportation Fund to participate in Local Road Construction by Public Act 51 of 1951 (MCL 247.662 (15)), which states, "Michigan Transportation Funds may be expended for construction purposes on Local Roads only to the extent matched money from other sources..." Calhoun County Policy 509 provides for a County match (match percentage varies based on type of improvement) of the actual cost, provided that sufficient funds are available for local road improvement projects. Per these agreements, the townships agree to match their agreed upon percentage of the actual project costs and to advance TWENTY-FIVE (25%) of the township's match prior to the beginning of construction. Calhoun County implements this program through the Calhoun County Road Department.
The Board could choose not to give consent for the Local & Primary Road Agreements, which would result in the cancellation of the listed projects for the 2021 Fiscal Year.
Local Road Agreements are included in the approved Road Department 2021 budget. Any committed projects over and above the original budget estimates will require a budget adjustment and funding appropriation. Approved projects will be included in the 2021 mid-year budget adjustment.
